Needs 1 - what do we want to provide - outreach, inreach, history, people, lettings, etc
Needs 2 - what other 'non-functional' needs do we have? Support, device types, common layout
What's available already - from Friends House, standard web applications, elsewhere
What's next - do we still want to go ahead, what work do we need to do and who should do it
